CURRENT ISSUES OF MEDICINE PROVISION IN ATYRAU REGION

On March 15, the Chairman of the Board of SK-Pharmaceuticals LLP Erkhat Iskaliev took a working trip to Atyrau. The main purpose of the trip was to discuss current issues of drug supply and equipping medical organizations with medical equipment with local medical activists.

Issues of drug provision for the region were discussed locally at the site at the Municipal state enterprise with the right of economic management “Atyrau City Clinic No. 7” with the participation of the head of the Atyrau Region Healthcare Institution Kaisar Abdaliev and the chief doctors of medical organizations in the region.

The parties got acquainted with the condition and performance of the hospital’s current medical equipment and touched upon the topics of drug supply, drug accounting, accounts receivable, improving medication planning, and the work of medical information systems. In addition, issues of a medical information system for managing a fleet of medical equipment were raised.

The parties also focused on the issues of digitalization of the healthcare system, the need to introduce personalized accounting of medicines at the level of medical organizations in order to form a patient-oriented healthcare system in the context of a listening State.

An important point in the entire drug supply system is the correct planning and processing of requests by medical organizations. Let us remind you that they independently determine the need based on the names of medications, volumes and delivery schedule. The purchase and supply of drugs by the Unified Distributor is carried out on the basis of these applications.

Also, a key issue remains equipping medical organizations in the region with medical equipment. For quality treatment of patients, it is necessary to equip medical institutions with modern diagnostic, treatment and preventive equipment through the effective functioning of the medical equipment market and the availability of a list of bona fide suppliers.

In this regard, the issue of submitting applications for medical equipment was raised separately. Through a unified distribution system, the purchase of medical equipment is carried out centrally. The function of the Unified Distributor, as a procurement operator, is not only to conduct procurement, but also to review customer applications for the completeness of the submitted package of documents and the compliance of the expert opinion. If a complete package of documents is submitted and the customer’s technical specification corresponds to the expert opinion, then the Unified Distributor conducts a tender procedure.

Particular attention was paid to the issue of accounts receivable, which is an important financial component of the Unified Distributor, since the purchase is carried out in advance - drugs for the next year are purchased in the current year. Accordingly, this directly affects the entire medical supply system of the country’s population.

During the trip, the region’s medical activists voiced a number of questions and proposals aimed at improving the medical care system and equipping the region with medical equipment. The Chairman of the Board thanked all participants of the meeting for their interest and noted that every proposal voiced would be considered.

 It is worth noting that meetings with medical activists in the regions of the country are held annually, on a systematic basis. This approach helps to identify pressing problems of drug supply throughout Kazakhstan.

At the end of the working trip, the parties noted that government agencies, science and business should work together on the assigned tasks and develop in parallel. Thus, joint work will open up broad prospects for the healthcare system and give new impetus to the development of the field of medicine and pharmaceuticals. The head of the Unified Distributor, in turn, noted the potential of the Atyrau region and the important role of the region in the overall infrastructure of the country.
